Terms of Service
The agreement between you and RHTP Navigator for the website, the tools, and every paid product. Read it before you buy or rely on anything here.
Effective May 30, 2026.
Plain-language summary, for orientation only and not a part of the agreement: RHTP Navigator publishes research about a federal program. It is information, not legal, financial, investment, grant-writing, or professional advice, and it is not a guarantee that you will receive any funding. We are a research company, not a law firm or an investment adviser. Verify every figure against the official source before you act on it. We are an independent company and are not affiliated with any government. Do not send us confidential, classified, or patient health information. Paid work is covered by a cure-first promise; liability is capped; and disputes go to individual arbitration under Wyoming law, with a 30-day opt-out. The full terms below control.
1. Who we are and what this covers
These Terms of Service (the "Terms") are a binding agreement between you, on your own behalf and on behalf of any organization you represent ("you"), and VerisGov Inc, a Wyoming corporation and the operator of RHTP Navigator ("RHTP Navigator," "we," "us," or "our").
The Terms govern your access to and use of the website at www.rhtpnavigator.com, the no-charge readiness checklist and online tools, the intake wizard, every report, dataset, and deliverable we produce (each an "Atlas" or, together with our other outputs, the "Intelligence"), the Navigator Pro subscription, the Consultancy License, Custom Intel engagements, and any related product, feature, or communication (together, the "Services").
By accessing the Services, submitting the wizard or checklist, or buying any product, you accept these Terms, our Privacy Policy, and our Acceptable Use Policy, each incorporated here by reference. If you do not agree, do not use the Services. A separate signed order form, license agreement, or statement of work (an "Order") may add to or override these Terms for a specific purchase; where an Order and these Terms conflict, the Order controls for that purchase only.
2. Eligibility and authority
The Services are for business and professional use by organizations and the people acting for them, and are directed to users in the United States. You must be at least 18 years old and able to form a binding contract. If you accept these Terms for an organization, you represent that you are authorized to bind that organization, and "you" includes it. We make no claim that the Services are appropriate or available outside the United States; if you use them from elsewhere, you do so on your own initiative and are responsible for local law.
3. The Intelligence is information, not advice
This is the most important section. Read it twice.
RHTP Navigator researches and republishes publicly available information about the federal Rural Health Transformation Program and related programs, organized state by state with citations to the underlying sources. We describe how we do that on our methodology and provenance pages.
THE INTELLIGENCE IS PROVIDED FOR GENERAL INFORMATIONAL PURPOSES ONLY. IT IS NOT LEGAL, REGULATORY, FINANCIAL, ACCOUNTING, TAX, GRANT-WRITING, LOBBYING, PROCUREMENT, INVESTMENT, OR OTHER PROFESSIONAL ADVICE, AND IT DOES NOT CREATE ANY ADVISORY, FIDUCIARY, OR PROFESSIONAL RELATIONSHIP. It is not a substitute for the official statute, regulations, notices of funding opportunity, state plans, or guidance issued by any government, and it is not a substitute for your own qualified counsel and advisors. Program rules, deadlines, dollar figures, officials, and eligibility change, sometimes without notice, and sources can be incomplete, withheld, or revised.
YOU ARE SOLELY RESPONSIBLE FOR INDEPENDENTLY VERIFYING EVERY FACT AGAINST THE ORIGINAL OFFICIAL SOURCE BEFORE YOU RELY ON IT, AND FOR ANY DECISION YOU MAKE. We make no promise that any organization will be deemed eligible, will receive any award, subaward, contract, or funding, or will achieve any particular result. Any examples, estimates, projections, framing suggestions, scores, or forward-looking statements are illustrative only, reflect assumptions that may prove wrong, and are not a prediction or guarantee.
4. Not a law firm; no professional relationship
RHTP Navigator is a research and information company. It is not a law firm, accounting firm, registered investment adviser, broker-dealer, insurance producer, or lobbying or grant-writing firm, and no one acting for it is acting as your attorney, accountant, adviser, fiduciary, or agent. Nothing we provide is the practice of law or a legal, accounting, tax, or investment opinion, and using the Services does not create an attorney-client, accountant-client, adviser-client, fiduciary, or other professional relationship. Any reference on the Services to an "opinion," "analysis," "assessment," or "readiness" describes editorial research, not professional advice. For legal, financial, tax, regulatory, or grant decisions, retain your own licensed professional.
5. No investment advice or securities solicitation
Intelligence directed to investors, private equity, and diligence users is general information and market commentary. It is not investment advice, not a research report or recommendation within the meaning of the securities laws, not a recommendation or solicitation to buy, sell, or hold any security or to make any investment, and not an offer of anything. Market sizing, projections, and diligence inputs are illustrative and must be independently verified. Make investment decisions only with your own advisers and your own diligence.
6. No government affiliation
RHTP Navigator is an independent, privately owned company. We are not affiliated with, endorsed by, sponsored by, or acting for the Centers for Medicare and Medicaid Services, the U.S. Department of Health and Human Services, any state agency, or any other government body. "Rural Health Transformation Program," "RHTP," "CMS," agency names, program names, and state names are used for identification and commentary only (nominative fair use) and remain the property of their respective owners. References to them do not imply any endorsement or relationship. We do not submit applications for you, and we do not transmit anything to any government on your behalf.
7. Automated and AI-assisted output
Some Services use automated processing and artificial-intelligence tools to classify, route, summarize, score, or generate text (for example, the capability router, the readiness scorer, and the anti-supplantation linter). Automated and AI-assisted output can be incomplete, out of date, or wrong, may reflect the limitations of the inputs you provide, and is not reviewed by a licensed professional. Treat it as a starting point to be checked, never as a final determination. Do not submit confidential, classified, or legally protected information into any free-text or AI-assisted field; see Section 12 and the Acceptable Use Policy.
8. Provenance and security representations
Our citation pins, provenance markers, confidence labels, and any features we describe as "source-cited," "verified," "tamper-evident," or carrying a provenance or integrity hash are editorial-integrity and display aids. They show the source we relied on, when we last accessed it, and our confidence in it, and they let you detect changes to our published record. They are not a cryptographic guarantee, a third-party audit or certification, a warranty that the underlying source is accurate, or assurance that a source has not changed since we accessed it. Confidence labels reflect our editorial judgment at the access date. Where two sources disagree, we surface the more authoritative one; the official source always controls over our summary of it.
9. The products
No-charge content and tools
The public website, the readiness checklist, the downloadable guide, and the online tools are provided at no charge, as is, and may change or be withdrawn at any time. In exchange for a no-charge download or result, you may be asked to provide contact information, which we handle under the Privacy Policy.
Atlas (one-time deliverables)
An Atlas is a personalized, source-cited research deliverable prepared to the scope, tier, and state coverage shown at purchase. Delivery windows are stated in business days, measured from the time we receive a complete, valid intake and cleared payment, and are good-faith targets, not guarantees. Each tier covers a fixed number of states and a defined scope; work outside that scope requires a new purchase or an Order.
Navigator Pro (subscriptions)
Navigator Pro is an annual subscription to platform access and updates for the number of seats in your plan. Seats are for named individuals within your organization and may not be shared, resold, or pooled across organizations. Subscriptions renew automatically as described in Section 10.
Consultancy License and Custom Intel
The Consultancy License (white-label and redistribution rights) and Custom Intel (bespoke engagements) are sold under a separate Order that sets price, scope, seats, redistribution and white-label rights, term, and service levels. Those Orders incorporate these Terms. Absent a signed Order, no white-label, redistribution, API, or resale rights are granted.
10. Orders, pricing, billing, and auto-renewal
Prices are in U.S. dollars and exclusive of taxes, which you are responsible for except for taxes on our net income. Payment is processed by a third-party payment processor; by paying, you authorize the charge and agree to the processor's terms, and you represent that you are authorized to use the payment method. We may correct pricing errors and decline or cancel any Order, including suspected fraud or misuse, and refund amounts already charged.
Automatic renewal and how to cancel. Subscriptions and annual licenses renew automatically for successive terms of the same length at the then-current price, and your payment method is charged at the start of each renewal, unless you cancel before the renewal date. We disclose the renewal terms and obtain your consent to them before you buy, and we send a renewal reminder where the law requires. You may cancel a renewal at any time, easily and without speaking to anyone, by using the self-serve cancellation we provide or by writing to wecare@rhtpnavigator.com; we will make cancellation at least as simple as signing up. Cancellation stops the next renewal and takes effect at the end of the current paid term. You may also stop a renewal-related charge through the rights your card issuer provides. Nothing here waives a non-waivable right you have under an automatic-renewal law where you live.
11. Refunds: our cure-first promise
We stand behind the work, and we keep a public corrections log.
- Atlas and Custom Intel. If a delivered deliverable contains a material factual error in a sourced statement, tell us at wecare@rhtpnavigator.com within 14 days of delivery with the specific item and the correct source. We will correct it at no charge within a reasonable time. If we cannot correct a material, sourced error within 30 days of your notice, your remedy is a refund of the amount you paid for the affected deliverable. Custom changes, scope additions, differences of interpretation, forward-looking estimates, and facts that were accurate to their source when delivered are not errors and are not refundable.
- Subscriptions and licenses. Fees for a current term are non-refundable once the term begins. Cancelling stops future renewals but does not refund the current term. We do not provide pro-rated refunds for partial terms, unused seats, or non-use.
- Chargebacks. Contact us first. Initiating a chargeback or payment dispute without first giving us the chance to cure under this section is a breach of these Terms, and we may suspend the Services and recover our costs.
Except as stated in this section or required by law, all sales are final. Some jurisdictions give buyers additional non-waivable rights; nothing here limits a right you cannot lawfully waive. The limitations of liability in Section 18 apply independently of this section even if the remedy in this section is found to fail of its essential purpose.
12. Information you submit
To use the wizard, the checklist, and certain tools, you provide information about your organization, your goals, and, in some fields, free-text descriptions such as capability summaries, target states, capital position, named relationships, and sample proposal language (your "Submissions"). You represent that you have the right to provide each Submission and that it does not violate any law, contract, confidentiality obligation, or third-party right.
Do not submit, through any field, tool, or message: information you are not authorized to disclose; another party's confidential or trade-secret information; classified, export-controlled, or government-restricted information; protected health information or other individually identifiable health data; or sensitive personal information beyond business contact details. RHTP Navigator is not a HIPAA covered entity or business associate, the Services are not designed to receive protected health information, and you must not use them to do so.
How we treat your Submissions. We will not disclose your specific Submissions to other customers, and we will not use information that identifies you or your organization to build a deliverable for, or to compete on behalf of, another customer against you. We may create de-identified and aggregated insights that do not identify you or your organization, and use them without restriction. A mutual non-disclosure agreement is available on request before any sensitive engagement; absent a signed NDA or Order, the limits in this section and in the Privacy Policy are the governing confidentiality terms, and Submissions are not otherwise treated as your confidential information.
13. Intellectual property and your license to use the Intelligence
As between you and us, RHTP Navigator and its licensors own all rights in the Services and the Intelligence, including the compilation, organization, selection, scoring, methodology, citations layout, software, text, design, and brand. Underlying public facts are not owned by anyone; our curated, verified, and arranged expression of them is.
Subject to these Terms and full payment, we grant you a limited, non-exclusive, non-transferable, non-sublicensable, revocable license to access and use the Intelligence you purchase for your own internal business use. Unless your Order expressly grants more (for example, the Consultancy License white-label rights or the Association co-branding rights), you may not:
- resell, redistribute, publish, sublicense, or share the Intelligence outside your organization;
- remove or obscure citations, attributions, watermarks, or provenance markers;
- use the Intelligence to build, train, or improve a competing product, dataset, or model;
- scrape, crawl, harvest, or bulk-extract the website or data except as the public robots policy allows; or
- represent the Intelligence as your own original research without attribution where attribution is required.
You keep ownership of your Submissions. You grant us a worldwide, royalty-free license to use, host, process, and create derivatives of your Submissions as needed to operate, secure, and improve the Services, and to create de-identified, aggregated data that does not identify you, which we may use without restriction. Feedback you send us may be used freely without obligation to you. We provide no defense, indemnity, or intellectual-property warranty to you except to the extent a signed Order expressly says so.
14. Third-party sources and links
The Services cite and link to government, news, and other third-party materials we do not control. We are not responsible for the accuracy, availability, or content of those sources, and a link or citation is not an endorsement. The official source always controls over our summary of it.
15. Copyright and takedown
We respect intellectual property and expect you to do the same. If you believe content on the Services infringes a copyright you own or control, send a notice to wecare@rhtpnavigator.com that identifies the work and the specific material, gives your contact information, and includes a statement that you have a good-faith belief the use is not authorized and that the information in your notice is accurate. We will review the notice and, where appropriate, remove or disable the material. The official and third-party sources we cite remain the property of their respective owners.
16. Acceptable use
Your use of the Services is subject to the Acceptable Use Policy, which is part of these Terms. We may investigate suspected violations and may suspend or terminate access for conduct that violates the AUP or these Terms.
17. Disclaimer of warranties
THE SERVICES AND THE INTELLIGENCE ARE PROVIDED "AS IS" AND "AS AVAILABLE," WITH ALL FAULTS AND WITHOUT WARRANTY OF ANY KIND. TO THE FULLEST EXTENT PERMITTED BY LAW, RHTP NAVIGATOR DISCLAIMS ALL WARRANTIES, EXPRESS, IMPLIED, OR STATUTORY, INCLUDING MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE, TITLE, AND NON-INFRINGEMENT, AND ANY WARRANTY THAT THE INTELLIGENCE IS ACCURATE, COMPLETE, CURRENT, RELIABLE, OR ERROR-FREE, OR THAT THE SERVICES WILL BE UNINTERRUPTED OR SECURE. No advice or information you obtain from us creates any warranty not expressly stated here. Some jurisdictions do not allow certain warranty exclusions, so some of these may not apply to you.
18. Limitation of liability
TO THE FULLEST EXTENT PERMITTED BY LAW, RHTP NAVIGATOR AND ITS OFFICERS, DIRECTORS, EMPLOYEES, CONTRACTORS, AND AFFILIATES WILL NOT BE LIABLE FOR ANY INDIRECT, INCIDENTAL, SPECIAL, CONSEQUENTIAL, EXEMPLARY, OR PUNITIVE DAMAGES, OR FOR ANY LOST PROFITS, LOST REVENUE, LOST FUNDING OR AWARDS, LOST BUSINESS OR OPPORTUNITY, LOST OR INACCURATE DATA, OR COST OF SUBSTITUTE SERVICES, ARISING OUT OF OR RELATING TO THE SERVICES OR THE INTELLIGENCE, ON ANY THEORY OF LIABILITY, EVEN IF ADVISED OF THE POSSIBILITY.
OUR TOTAL AGGREGATE LIABILITY FOR ALL CLAIMS ARISING OUT OF OR RELATING TO THE SERVICES WILL NOT EXCEED THE GREATER OF (A) THE AMOUNT YOU PAID US FOR THE SPECIFIC PRODUCT GIVING RISE TO THE CLAIM IN THE TWELVE MONTHS BEFORE THE EVENT, OR (B) ONE HUNDRED U.S. DOLLARS ($100). These limits apply in the aggregate, apply even if a limited remedy is found to fail of its essential purpose, and survive termination. They are an essential basis of the bargain; the Services would not be offered without them.
Nothing in these Terms excludes or limits liability that cannot be excluded or limited under applicable law, including liability for fraud, fraudulent misrepresentation, or willful misconduct. Some jurisdictions do not allow certain limitations, so some of these may not apply to you.
19. Indemnification
You will defend, indemnify, and hold harmless RHTP Navigator and its officers, directors, employees, contractors, and affiliates from and against any claim, demand, loss, liability, damage, cost, and expense (including reasonable legal fees) arising out of or relating to: your use of the Services or the Intelligence; any decision, application, bid, submission, or representation you make in reliance on the Intelligence; your Submissions, including any claim that a Submission infringes, misappropriates, or violates a third party's rights or any law; your breach of these Terms, the AUP, or any Order; or your violation of any law or third party right. We will notify you of the claim, may participate in the defense with our own counsel at our expense, and you will not settle any claim in a way that imposes a liability or admission on us without our prior written consent.
20. Term, suspension, and termination
These Terms apply while you use the Services. We may suspend or terminate your access at any time for breach, suspected fraud or misuse, legal risk, or non-payment, and we may discontinue any part of the Services. On termination, your licenses end and you must stop using and, if we ask, destroy the Intelligence, except that rights to deliverables you lawfully paid for survive to the extent your Order provides. Sections that by their nature should survive (including 3 through 8, 11 through 15, and 17 through 26) survive termination.
21. Dispute resolution, arbitration, and class-action waiver
Please read this section carefully. It affects your legal rights, including how disputes are resolved and your right to go to court or have a jury trial.
Informal resolution first. Before starting a formal proceeding, you agree to contact us at wecare@rhtpnavigator.com and try in good faith to resolve the dispute for at least 30 days.
Binding arbitration. Any dispute, claim, or controversy arising out of or relating to the Services, the Intelligence, or these Terms that is not resolved informally will be resolved by final and binding individual arbitration, rather than in court, except as stated below. The arbitration will be administered by an established, neutral arbitration administrator we designate, under its rules for commercial disputes then in effect; if that administrator is unavailable and the parties do not agree on a replacement, a court of competent jurisdiction will appoint the arbitrator under the Federal Arbitration Act. The arbitration will be seated in Wyoming or, at your election for any individual claim, conducted by telephone, video, or on documents only. The arbitrator decides all issues except those reserved to a court below, and judgment on the award may be entered in any court of competent jurisdiction. The Federal Arbitration Act governs this section.
Arbitration fees. The administrator's rules govern who pays filing and administrative fees and the arbitrator's fees. If those fees would make arbitration of an individual claim cost-prohibitive compared with court, we will pay the portion necessary to keep your cost of arbitrating no greater than the cost of filing in court, unless the arbitrator finds your claim was frivolous or brought for an improper purpose. Each party otherwise bears its own attorneys' fees, except where a statute or the arbitrator awards them.
Class-action and jury waiver. All claims must be brought in your individual capacity, and not as a plaintiff or class member in any purported class, collective, consolidated, or representative proceeding. The arbitrator may not preside over any class or representative proceeding and may not consolidate more than one person's claims without all affected parties' consent. You and we waive any right to a jury trial. If the class-action waiver is found unenforceable as to a particular claim or request for relief, that claim or request, and only that one, will be severed and proceed in a court of competent jurisdiction, and the rest will proceed in arbitration.
Coordinated or mass filings. If 25 or more arbitration demands of a similar nature are filed by or with the coordination of the same or coordinated counsel, the parties agree the demands will be administered in staged batches of no more than 50 at a time, with a single arbitrator deciding each batch and the outcomes informing global resolution of the rest, so that filing fees are proportionate and the process is not used coercively. Limitation periods are tolled for demands awaiting their batch.
Exceptions. Either party may bring an individual claim in small-claims court, and either party may seek injunctive or equitable relief in court to protect intellectual property or confidential information.
30-day opt-out. You may opt out of this arbitration section by emailing wecare@rhtpnavigator.com within 30 days of first accepting these Terms, stating your name, organization, and intent to opt out. Opting out does not affect any other part of these Terms.
22. Time to bring a claim
To the fullest extent permitted by law, any claim arising out of or relating to the Services or these Terms must be commenced within one (1) year after the claim accrues, or it is permanently barred. This does not apply where a longer period is required by a law that cannot be shortened by agreement.
23. Governing law and venue
These Terms and any dispute are governed by the laws of the State of Wyoming and applicable U.S. federal law, without regard to conflict-of-laws rules. To the extent a claim is not subject to arbitration, you and we submit to the exclusive jurisdiction of the state and federal courts located in Wyoming and waive any objection to venue there. This choice of law does not deprive you of any non-waivable protection of the law where you reside.
24. Electronic acceptance
You accept these Terms by clicking or checking to accept, by submitting an intake or payment, or by otherwise using the Services. You consent to transact electronically, and you agree that your electronic acceptance has the same legal effect as a handwritten signature and that records we keep of your acceptance are admissible evidence of it. We recommend you keep a copy of these Terms.
25. Changes to these Terms
We may update these Terms from time to time. The "Effective" date above shows the current version, and material changes take effect when posted or on the date we state. Your continued use of the Services after a change means you accept the updated Terms. If you do not agree, stop using the Services. For an active paid term, the version in effect when you purchased governs that purchase unless a change is required by law.
26. General
These Terms, the Privacy Policy, the AUP, and any Order are the entire agreement between you and us about the Services and supersede prior understandings. If any provision is found unenforceable, it is limited or severed and the rest stays in effect. Our failure to enforce a provision is not a waiver. You may not assign these Terms without our consent; we may assign them to an affiliate or in connection with a merger, financing, or sale of assets. Nothing creates a partnership, agency, or joint venture, and there are no third-party beneficiaries except our affiliates and the indemnified parties named in Section 19. We are not liable for delays or failures caused by events beyond our reasonable control. Notices to you may be sent to the email you provide; legal notices to us go to wecare@rhtpnavigator.com, with a copy by mail to VerisGov Inc, 30 N Gould St, Ste N, Sheridan, WY 82801.
